Twenty years ago, before PRO Dogs began, the answer to this question was frequently'An Animal Welfare Organisation

'How was it that societies specifically set up to protect animals ever became their main executioners? With too many dogs to cope with, the growth of the dog population and easy-come easy-go owners, the solution was to destroy the dogs. The shame attached to this meant that dogs were killed quietly early in the day.

Until less than a decade ago the answer to this question was, too often,

1 had to watch this unbelievable scene taking place in a 'mercy' organisation in this dog-loving country. Dogs in a row waiting to be killed, sensing death. Dogs with electrodes pinned to their ears and back leg, dying in electrocution cabinets.

Some drastic new thinking was needed.
